Sunscape Board of Directors Meeting
November 14, 2006


The meeting was called to order by President Gene Curry at 9:00 a.m.

Pledge of Allegiance

Opening Prayer: G H. Sublett

Roll Call by Secretary Billie Hering: Present were Herb Gansky, Don Hansen, Mel Glaze, Gene Curry, Mary Anne Brunner, Billie Hering, and Manager Harriet Deutschman. Gene Wallace was not present (will be here the 17th of November).

Approval of Minutes: Herb Gansky moved and Mary Anne Brunner seconded that the minutes of the April 11, 2006 Meeting be approved. Carried.

Treasurer's Report: Mary Anne Brunner reported that there currently is $13,000.59 in the checking account and $58,521.70 in the operation account with one more month to go. Don Hansen moved and Herb Gansky seconded that the treasurer's report be accepted. Carried.

Standing Committee Reports:

Architectural Committee - Ken Macomber reported the Architectural Committee issued 25 permits since reconvening October 10th, 5 of the permits were for park models. We now have 231 park models and 28 park trailers, 5th wheels, etc. permanently installed. Mel Glaze moved and Don Hansen seconded that the Architectural Committee report be accepted. Carried.

Finance Committee - Kathy Gordon reported that the Finance Committee has had three or four meetings already this season and is hard at work developing next year's budget. There will be an increase in Assessments next year, mostly because of the increase in our sewer fees. Don Hansen moved and Mel Glaze seconded that the Finance Committee report be accepted. Carried.

Property Committee - Morrie Lawler reported that the quilters have purchased two sewing tables (to hold sewing machines) and have a place to store them. They are considering purchasing two more. Don Hanson moved and Mel Glaze seconded that the Property Committee report be accepted. Carried.

Safety Committee - Ray Fassbender reported the dumpster dock has been completed by Ray Anderson, Jim Grimes, and crew and it is now much safer to put yard trimmings, etc. in the large roll away dumpster. Ray advised us all to please use lights (flashlights will work) when walking, ridings bikes or golf carts at night. Also, people need to trim bushes that are close to corners and interfere with visibility. Safety committee is currently interviewing applicants and will add one more member to the committee. Gene Curry added that we are currently looking for people to patrol park in our security golf cart. Don Hansen moved and Mel Glaze seconded that the Safety Committee report be accepted. Carried.

Medical Committee - Mary Ann Fender said the Medical Committee meets the first Wednesday of each month. She emphasized the need to make everyone aware of how to reach the Emergency Response Team. We all should have the number and instructions on or near the telephone. She also spoke about the importance of having medical information in a Vial of Life stored in your refrigerator. You may get the all the information at the Welcome Center. Don Hansen moved and Mel Glaze seconded that the Medical Committee report be accepted. Carried.

Special Committee Reports:

Sunscape Ambassadors Welcoming Committee -Joyce Bingenheimer stated that the Ambassadors have begun visiting and distributing information to all recent arrivals to our park. Don Hansen moved and Mel Glaze seconded that the Sunscape Ambassadors Welcoming Committee report be accepted. Carried.

Activities Committee - Joyce Bingenheimer said there is no actual Activities Committee this year. Instead there is a group of volunteers working with Arlene on our special events.

Old Business:

Sewer Update - We are waiting to hear from Sue Taylor, Mr. Cota's spokesman, to set up a meeting regarding the increase.

Procedure for Enforcing Violations of Bylaws, Rules and Regulations, Architectural Rules - If a violation is not corrected by just asking that it be corrected an informal note will be sent and violator will be asked to correct the situation within a reasonable amount of time. If violation is not corrected amicably, a second notice will be sent and a time limit will be set for correction of the violation. If still not corrected, a fine of $10.00/day will be charged until the violation is corrected.

Posting of Job Descriptions - These are in the final stages of being updated and will be posted with Board information in the Fireplace Room of the Clubhouse.

New Business:

Membership Transfer - Mel Glaze moved and Don Hansen seconded that Membership Transfer fees be raised from $50.00 to $100.00 effective November 15, 2006. Carried.
Storage Rates - Mel Glaze moved and Don Hansen seconded that Small Storage rental rates be raised from $10.00 to $15.00/month and Large Storage rental rates be raised from $15.00 to $20.00/month effective November 15, 2006. Carried.
Propane - Mel Glaze moved and Don Hansen seconded that price of propane be raised from $1.85 to $2.15/gallon effective November 15, 2006. Carried.
FAX - Don Hansen moved and Mary Anne Brunner seconded that we charge $.50/page for incoming FAX (outgoing to remain at $1.50/first page and $.50 for each additional page). Carried.
Inspection of used park models - Dan Hansen moved and Mel Glaze seconded that the inspection fees be raised to:
$ 50.00 plus $.36/mile within 20 miles
$100.00 plus $.36/mile from 21 miles to 50 miles
$150.00 plus $.36/mile over 50 miles. All effective November 15, 2006. Carried.
Maintenance service requested by members on private lots - Mel Glaze moved and Mary Anne Brunner seconded that we charge members $50.00/hour for tractor, bobcat, etc. work on private lots. Carried
Pay for Mail Clerk - Don Hansen moved and Mary Anne Brunner seconded that we raise the stipend for our mail clerk from $10.00/day to $15.00/day. Carried.
Special rental rate for member occupying Co-op lot - After much discussion, the board decided to consider this further and will have a procedure for determining rental rates at the next meeting.

Comments:

Mary Ann Fender requested we require a deposit before loaning out expensive medical equipment and any repair of damage to this equipment will be at the expense of person using equipment. Suggestion was made that a deposit be required to check out and use any park equipment.

Gary Garside, Lot 54, stated her was concerned about mail delivery. Tom Hudson clarified how the mail is handled for Sunscape Resort. We do have a procedure that the mail clerk follows both for forwarding mail and for holding mail for a returning member. We will try to inform members about this procedure.

Morrie Lawler asked that maintenance repair orders be filled out and turned into manager when members note a condition in park facilities that needs to be addressed.

Manager's Comments:

I wish to thank Dale and Bonnie for wonderful Veteran's Day Program. They did a great job and we all need to tell them

Nutcracker honor guard will be on our Electric Light float. They will be raffled off after the parade and the money they earn will go towards next year's float. Tickets are $1.00 each or 6 for $5.00.

President Curry turned the mike over to Mel Glaze who read the following legislative update:

Arizona Planning Association Legislative Update - February 23, 2006
S1437:HOA; RESERVE FUND

In a planned community with at least 500 units, the board of the directors of the homeowners association is required to maintain a reserve fund to pay for repair, replacement and restoration of major components of the common areas. and not to be used for daily maintenance. A reserve study is required every 5 years. The board determines the amount in the fund after reviewing a reserve study conducted by an independent contractor hired by the board.

He then explained how we must comply with this mandate. Board, Finance Committee, etc. will be working on compliance.

Gene stated that we need a nomination committee and we also need people willing to run for the Board. We must fill two positions this year and must have candidates by mid-December
