August 2006 Letter from the Board to the Members

Dear Members,

The park has been approached by a man that represents a group of investors that say they have purchased several acres North of the park to build 600 new homes. The purchase also includes the sewer treatment plant that has serviced the park over the years. As you know, we were notified in the spring of the non-compliance of the plant, and there had to be a major clean up. There were at least 10 truck loads of sludge hauled out, and we paid our share of the cost, which was $5000.

The new owner tells us that he is going to do "a million dollars of improvements" to the plant. He also informs us that there will be new rules as to the use of the plant, and the rates will be increased. The new
rules state that we must close the RV dump station over in the storage area; we can no longer back flush the swimming pool into the drain system; and when we have to pump out one of the septic tanks in the park, we must have it hauled out by a truck line and give them proof of who hauled it and where
it went.

The rates will increase to $25 per space per month for every month of the year regardless if the space is occupied or not. There are currently 368 spaces connected to the sewer system. Plus, there is a $50 per month charge for each public bathroom in the park. What this means is the bill to the park each and every month of the year starting on September 1, 2006 will be $9300. We have been paying about $2400 each month, which is already part of the annual dues.

All of this information, so far, has not been confirmed. We have received the bill for the September charges, but that is all. In the last week we have met with two different Sanitation Engineers and our attorney to find
out what options we have regarding this situation, and they have given us the following:

1. Build our own plant

2. Purchase the existing plant

3. Connect to one of the area cities

4. Pay the bill, and continue as we have been

We have hired one of the Sanitary Engineers to look into the situation and help us decide what is the best course of action. The first thing is to confirm that the above sale is actually happening, and if the new owners can legally make an increase in rates that is so high.

That is where the situation is at this point. When we receive a report from the Engineer, or anything else, we will pass that information on to you.
