SUNSCAPE BOARD OF DIRECTORS MEETING
November 8, 2011

Meeting called to order by President Jim Cleveland at 9:00 a.m..

 

Pledge of Allegiance and Prayer by  G H Sublett.

Present: Jim Cleveland, Larry Gingrich, Carol Thornton, Kathy Gordon, Jerry Higgerson, Norah Sostrom, Jerry Topper and Park Manager Dale Schoeneberger.

 

Motion was made and seconded to approve the minutes of the April 11, 2011 meeting Carried

 

Finance report:  Kathy Gordon, Treasurer.

 

            Operational income     $28,35.47      

            Accounts receivable    $4,366.59 (less $750.00 small claims suit settlement)

 

            Reserve account         $253,105.95

            Expense over budget   $66588.32  due to roof on Clubhouse and sewer

Motion was made and seconded to transfer $40,000.00 from reserve account to operational account.   Carried

 

Motion was made and seconded to add page two of the Board Charter outlining the expectations for members of the Board of Directors..   Carried

 

Policy outlining Park Eviction Procedure was tabled for further review of the Board.

 

Robyn Moore reported the road project for 2011 cost $85,723.68; $723.68 over budget.  The 2012 budget is $88,000.00 and will include Vermont, Wisconsin, Alabama, Iowa East and West, the rest of Thatcher. 

 

Dale read a thank you from Nancy Pennington for the excellent care and the quick response time by the Medical Team given to her husband Charlie Pennington.  Because of the professional care given, Charlie survived his heart attack and will be having angio-plasty  today. 

 

Dale gave thanks to Jerry Topper who was acting secretary during the summer.  Jerry handled 11 transfers. 

 

The underground pumping is complete and connects the 7 septic tanks with the sewer.  The pipes are two feet deep and draws off surface water and pumps this water to the treatment plant across the road. 

 

All the pumps are connected and the electric was installed by Jerry Higgerson, Brett Harrison and the volunteers. The total cost of the project was $47,610.00.  Dale stated this cost would have cost much more if it were not for our volunteer crew. 

 

On Monday November 14, 2011at 1:00 p.m., Wavevision will be in the park and present their proposal for WiFi service in the park.  This meeting will be held in the Community Center.

 

Committee Reports:

 

Activity Committee Chair Lynn Murphy, reported the committee met and discussed tagalongs and upcoming events.  Members are encouraged to sign up for activities posted across the activity office.  Plans were finalized for the Veteran Day event on Nov. 10.

 

Cook books are ready at the cost of $10.00.  Fort McDowell has offered a free night’s stay, bus ride on December 14, 2011 for the first 40 people who sign up for the event.  Watch your weekly activity sheet for events and dates; including biosphere, Chocolate Factory, Casino trips and much more.  Activity sheets will no longer be in the mailboxes.  Pick up your activity sheet in the clubhouse, emailed or by logging onto the sunscape website.

 

Administrative Support  Chair Keith Cornish extended an open invitation to any members who would like to join this committee.  Keith extended his thanks to Ron Anderson who brought strategic planning to the park and to Norm Voelpel, the first committee chair, for his persistent visionary manner leading the committee.

 

Please check for postings to the website during the season.  These postings will relate to the operations of the park. 

 

Ambassador Committee Chair Kathy Bostrom stated the committee made 7 visits from October 30-November 7.  To date one survey has been returned with very positive results.

 

Architectural Committee  Chair Robyn Moore reported 14 requests for permits and information have been received.  An amendment to the Rules and Regulations is being discussed which would allow screening to be placed closer that 12 feet from the curb.   More committee members must be present before a proposal can be submitted to the board.

 

Audit Committee  no chair at this time.

 

Finance Committee Co-chair Jean Aili stated the committee was concentrating on establishing budget for the operational expenses for 2012.  Our 2011 budget was $564,000 in operational expenses which does not include $85,000 for road repair.  2012 operational expenses $625,000 not including and major projects or capital expenditures. The finance committee anticipates a 13 ½ % increase in dues about $1250.  This would pay for the necessary operational funds as well as $124,000 for major projects such as roads and approved capital expenditures.

 

Fire Committee - there is only one volunteer, Ron Francis.  If we are to continue providing this service we NEED VOLUNTEERS NOW.   Larry Gingrich will neet November 10, 2011 at 10 a.m. at the garage.  Failure to organize a fire department will be costly to the park including liability issues.

 

Medical Committee Chair Lee Apger stated there have been only 4 call-outs this summer until 11/6/11. There were a few assistance only calls which were handled by individuals contacted.  PLEASE REMEMBER TO CALL 911 FIRST THEN CALL THE MEDICAL RESPONSE TEAM.

 

Nominating Committee  Helen Custer reported the committee has three 3 year openings for this election cycle.  Anyone wishing to run for the Board of Directors must  file the necessary paperwork by November 30, 2011.

 

Property and Long-Range Planning Committee  Chair Jerry Vanhooren informed the members about the importance of the committee meeting with other standing committees.  The committee appointed Conrad Dytnerski to fill the vacancy left by the resignation of Lester Fredrickson who has moved outside the park.  Motion was made and seconded to appointment Conrad Dytnerski.   Carried

Ray Fassbender inquired if the $750.00 small claims fine was as a result of the Custer small claims action.

 

Ray Fassbender inquired into the grandchild staying with Fred and Alicia Rassmussen which is in violation of park rules amended in 2005.  At this time the details of the child’s living situation with his grandparents was not disclosed.

 

New Business

 

Ray Fassbender stated a flag marine lapel pin was found Sunday Nov. 6 after the photos for the park directory.  The next photo session is Sunday November 27.
